Extreme cold prompts regionwide state of emergency.
 
Temperatures dropped to minus 36 degrees in the region’s administrative center Gorno-Altaisk on Wednesday night.
 
Temperatures of up to minus 45 degrees Celsius in the Altai region in southeast Siberia have prompted authorities to declare a regionwide state of emergency.
 
“This is Altai’s coldest December on record.”

I’m thinking that the “coldest December on record” in Siberia could be significant. Not just one day, mind you, but the entire month so far.
