Right I am at the airport and walking through the arch. Would they be inside and ring loudly when detecting metal??? Inside the conveyor belt where your bags etc are checked??? The runway lights have been mentioned so it cannot be them. I refuse to give up.

I assume they are upside down, and the blue bit is actually a lamp.
So that makes me think they are a means of lighting halls or passages.

Or if they are right way up, then there could be a light/lamp fitting facing the other direction, like catseyes in the road...

Forget the airport. They would be used at an airport but this is leading you away from the correct answer.

Now taking the clue above and add reply 30, they would be used at night.

and next clue is they would not be on the ground.

Now go outside and look around but put your jacket on, its cold out there...lol

Ok each clue JL has hinted at has light mentioned in it.  Not ground mounted lights like runway lights, not hallway lamps mounted vertical on a wall, no lighting at either the other end or the blue end, then one has to presume that the light is at the bottom - where we can't see.  Now that makes a bit of sense since there are heat venting holes in the top.

So if the light is facing down, then these must be mounted up high. - She said they were not close to us.  New technology may indicate LED lamps as these are very compact and efficient (low current draw for high brightness, and low heat loss due to efficiency too). Hence the use of plastic as well and general small size.  Hence used for driveway lights up a pole or something...   hmmm miles away from my first thought of trapping animals  LOL!
