At the bottom centre of the image is a sewen pattern as you would use to add a tie band on the other side, ie the inside. So it could be for a chin tie for a wet weather hooded hat that covered your shoulders even so I think it is meant to be used as a hat in stormy weather - and "hat" was close. Or perhaps a cape, but Jnny said she would not wear one - either it's male only or she wouldn't go out in stormy weather haha! Or perhaps its a baby's hat and cape combo, and a stretchy chin band would fit that too.
