A lolly ??? To be honest it reminds me of the ruffle on the top of curtains. I asked "himself" and after studying it for a while he said "blimmined if I know" sorry for the swear word!!

The ribbed thing looks like the plastic tray from the likes of a biscuit pack,
but there's a fair bit of other stuff happening there . . . ??
