Why is the Army not bought in to patrol these areas.

These areas are now with long grass and unkept gardens and empty houses - so why is it not being patrolled by the Army again until they are demolished.  In some parts the whole street is deserted where people have had to move on. It would certainly not be a good nights sleep for those left knowing that these thugs were wandering around with boxes of matches.  They didn't bring the Army in when the quakes started and were required and obviously doing the same again. Last time it was looting and now peoples lives. It would certainly give people "peace of mind" knowing that they were being patrolled.
When and if caught I do trust that the wet bus ticket does not come into play again.
