Go ways back in time, well not too far back
Witty is kinda on the right track, just not milk.

It looks a bit like a divider control on a farmer's drill/seed set for controlling the rate of fertiliser released with the seed at lbs per acre.

Close enough Witty and Babs
Years ago fuel delivery trucks didn't have any type of a pump to transfer the fuel from the truck to the farmer's storage tank. The fuel was moved in 5 gallon containers by hand. This indicator was mounted on the truck and each time a 5 gallon can was filled they advanced it one space to keep track of the gallons delivered.

Only half right though - I was on the wrong end of the delivery process. Babs has this one, I think "Measuring out oil in lots of 5"
