Therein lies the advantage of having solar water heating panels - still connected to the power for top up after excessive use on dull days or nighttime hot water consumption but saving 1/3 or more of the power during daytime use.
The other option is to be totally isolated from the Electrical Wholesaler/Retailer - ie off the grid as I think you are Brian? Surely they could not force that on a house owner who is isolated and is not feasible to connect to the supply authority, or anyone else who does not wish to be connected... I haven't read the article but...
