I see the top part has a screwed thread...now...what can that be?
The centre part looks like it might rotate...

These are all very cold :)
It is part of a 'thing'
Can be used inside or outside.
Would be used by one person at a time.
Anyone could use it but to use it correctly one would need to be taught/trained
Would find at home, at church, at school, community centres. Just about anywhere but NOT work.
