Philippines on Alert for Typhoon Noul.

Residents of the Philippines are being put on alert for potential impacts from Typhoon Noul, which will be a powerful typhoon when it approaches the Philippines this weekend.
Yap took the brunt of Noul through Wednesday, local time has torrential rain and strong winds battered the island. Rainfall totaled more than 250 mm (10 inches) before rainfall tapered off Wednesday night.
Yap was struck by Super Typhoon Maysak at the end of March and early April. Major damage ensued across parts of the island.
Although impacts are not expected to be as extreme from Noul, the combination of heavy rain and strong winds.
After passing Yap, further strengthening will cause Noul to become a powerful typhoon as it tracks across the Philippine Sea later this week. Winds could become equivalent to a Category 4 hurricane before Noul makes its closest approach or threatens to make landfall in the Philippines this weekend.
How close Noul tracks to the Philippines will determine the severity of its impacts to the nation.
Noul is currently crawling to the west, but an eventual turn to the north is expected as it nears the Philippines.
Latest indications point toward Noul tracking close enough to the Philippines to bring rain and wind to northern Luzon. That is especially true in northeastern Luzon, where Noul will make its closest approach or landfall.
Luzon would escape the worst of the typhoon if Noul curves away from the island far enough offshore.
Confidence is growing that Manila will escape any impacts dangerous impacts from Noul.
Regardless of the path Noul takes through the Philippine Sea, seas will become extremely dangerous into this week with rough surf building along the eastern beaches of the Philippines.
Based on the current forecast track, the most hazardous and life-threatening conditions for boaters and swimmers will be along the eastern coast of Luzon this weekend. However, residents along the eastern coast of Mindanao will still notice an increase in seas and the rip current threat through Thursday.

Tornado touched down shortly after 3pm Wednesday

The National Weather Service forecast a slight chance of tornadoes in parts of the great plains on Wednesday, and Oklahoma delivered.
A weak tornado touched down in south-western Oklahoma shortly after 3pm, according to weather services meteorologist Michael Scotten.
“We’ve had at least one confirmed tornado, for sure,” he said, adding no one was hurt or injured. “It’s mainly hit open areas out there.”
The tornado touched down between Cement and Anadarko. The Chickasha school district, which was in the path of the tornado, kept its students after school as a precaution.
It’s too early to tell how many storms could flare up or in which region, according to Richard Thompson at the Storm Prediction Center in Norman, Oklahoma, noting that the storms will likely be widely spaced apart.
“It’s possible the hail at the very biggest could be tennis ball- or baseball-sized, but that would be very isolated,” Thompson said.
A swath of the great plains is under a tornado watch until 9pm Wednesday, including parts of north Texas, Oklahoma, Kansas and Nebraska. Scotten also said the threat of weak tornadoes and hail was possible into Wednesday night.
“This is the first of potentially several days of a severe weather risk,” Thompson said. “There could be some pretty heavy rain overnight and eventually flooding could be a concern.”
Areas of central Oklahoma saw heavy rainfall and some flooding overnight and early Wednesday, National Weather Service meteorologist Jonathan Kurtz said. Nearly 4in of rain fell in Norman, where the Oklahoma department of transportation shut down several on-ramps to Interstate 35. The ramps reopened early on Wednesday afternoon.
“People just really need to stay weather-aware, have a plan and understand that severe storms are possible across portions of the southern plains almost daily through Saturday,” Kurtz said.

More storms headed for Great Plains after tornadoes kill one in Oklahoma .
Thunderstorm and flash flood warnings were issued for several Great Plains states on Thursday, a day after a series of tornadoes touched down in Oklahoma, causing one death, injuring 12 and flattening buildings.
One woman who sought safety in her home’s storm shelter died when it flooded in Wednesday night’s storms, Oklahoma police said.

Large parts of Oklahoma, Kansas and North Texas were under flash flood and severe thunderstorm watches on Thursday. A tornado warning was issued for the area around the North Texas town of Jacksboro, the National Weather Service said.
Six people from a mobile-home park damaged by a tornado south-west of Oklahoma city were taken to a hospital in the region, including an 80-year-old woman in critical condition with hip injuries, a hospital spokeswoman, Brooke Cayot, said.

Tornado leaves one dead as it destroys homes in North Texas.
Several tornadoes ripped through North Texas ranch and farming country on Saturday, leaving one person dead and others unaccounted for in a sparsely populated area, authorities said.
One of the tornadoes shattered homes in a rural area south of Cisco, a town about 100 miles west of Fort Worth, Eastland County judge Rex Fields said.
“The homes that I’ve seen, there are just maybe one or two walls standing,” said Fields, who also serves as the county’s emergency services coordinator.
Fields said one person was killed and there were likely other injuries. Authorities were going house to house to assess the damage, but that proved difficult amid heavy rainfall.
The extent of injuries or fatalities also was not immediately clear in the town of Burkburnett, about 15 miles north of Wichita Falls, where a second tornado touched down. A police dispatcher who declined to give her name due to department policy said tornado sirens could be heard in Burkburnett just before 6pm CDT.
Elsewhere, storms brought heavy rain and quarter-sized hail to parts of southwest Oklahoma on Saturday afternoon, but meteorologists said a tornado threat there had diminished as the hours wore on into Sunday.
Parts of western Kansas also were hit by severe weather ripe for tornadoes. In Kansas City, in the eastern part of the state, a band of rain halted Nascar’s Sprint Cup race at Kansas Speedway for a time.
The threatening skies stretched beyond the plains states, as twin weather systems stretching from the Carolinas to California produced an unseasonably early tropical storm in the Atlantic and a late-season snowstorm in the Rocky Mountains. Tropical Storm Ana was reported early on Sunday to be just off the coast of South Carolina, weakening with top sustained winds of 45mph.
Weekend snow was in the forecast in parts of the Rockies, the Nebraska Panhandle and parts of South Dakota, the weather service said.
“We’ve got a late-season winter storm that’s bringing some significant snow to parts of the Rockies all the way up to the northern Plains,” said Bruce Sullivan, a meteorologist with the National Weather Service.
He said some areas up into Wyoming and South Dakota’s Black Hills could be in for several inches of snowfall. He called that “unusual” for so late in the year.

Typhoon Noul Brushes Northern Philippines now heading towards Japan.
MANILA—Typhoon Noul briefly brushed by the northern tip of the Philippines Sunday, largely sparing the disaster-prone Southeast Asian country from the full fury of the strongest storm so far this year, which is now headed for Japan.
With wind gusts clocked up to 220 kilometers per hour early Sunday and packed with heavy rains, officials ordered the evacuation of coastal and flood-prone areas, fearing Typhoon Noul could spawn a two-meter high storm surge as well as cause floods and landslides if it directly hits the northern section of the main island of Luzon.
For the most part, the national weather bureau said, Noul stayed largely over the ocean and made just a brief landfall with Santa Ana, a coastal town in Cagayan province, and other small islands as it moved northward at 16 kilometers an hour and gusts slightly weaker at 195 kilometers per hour.
In some northern towns, power was cut off as a precautionary measure while many trees were toppled by Noul’s howling winds.
More than two thousand people were evacuated from coastal towns and mountainous areas in the northern provinces of Isabela and Cagayan to government shelters, where they were to ride out the storm to prevent casualties.
Around 5,000 passengers were stranded on Friday and Saturday as the Coast Guard prevent ships from sailing to and from areas where storm signals have been hoisted. By late Saturday, many ships had been allowed to sail. At least six flights were canceled Sunday because of the typhoon.
Typhoon Noul is expected to be out of Philippine territory by early Tuesday and could intensify as it heads to Japan. PAGASA has spotted a low-pressure area forming in the Pacific Ocean that could enter Philippine territory in the next few days.

Six dead, dozens injured after tornadoes blast central U.S.
At least two people died when an EF3 tornado struck eastern Texas on Sunday, authorities said today.
The two deaths in Texas were in addition to at least two in Arkansas, as severe weather this weekend slammed the nation's midsection.
The tornado that hit Van, Texas, a small city in northern Van Zandt County, was confirmed as an EF3 today, local officials said. An EF3 tornado carries winds from 135 mph to 140 mph.
Dozens of people were hospitalized, officials in Van Zandt County said this afternoon, and three people remained unaccounted for, down from eight earlier in the day. The two killed were a husband and wife at their home, officials said. The couple was not identified by name.
Approximately 30 percent of the city suffered damages, officials said today, ranging from destroyed homes to downed trees and power lines. Officials were still working to restore power to all residents.
There were 71 reported apparent tornadoes this weekend, stretching from Iowa to Texas. Besides Van, the areas hit hardest by possible tornadoes were Lake City, Iowa, and Delmont, South Dakota.

Widespread storms wreak havoc
More than two dozen reported tornadoes were spotted Sunday up and down the Plains, ripping up trees, power lines and, in some cases, chunks of small towns. Where the tornadoes didn't hit, slow-moving storms brought torrential rainfall that flooded other areas, creating another life-threatening danger.
Sunday night, three towns sustained major storm damage: Van, Texas, Nashville, Arkansas, and Lake City, Iowa. Earlier Sunday, the small South Dakota town of Delmont was partially destroyed by a large twister. The storm, which left the town without power or water, hit the state on the same morning as Winter Storm Venus, which dumped more than a foot of snow in some areas.
An NWS survey crew has completed its review of the damage and rated the tornado EF2 with maximum winds of 130 mph.
Delmont is located in southern South Dakota, about 90 miles southwest of Sioux Falls.

Victoria braced for high winds and snow as storm lashes Tasmania.
Snow is forecast above 600m, along with gales and possible flooding, while ‘tornado-like’ conditions have destroyed historic buildings in Tasmania.
High winds are expected to hit much of Victoria on Tuesday, along with alpine blizzards and the chance of flooding in Melbourne.
A severe weather warning has been issued for southern and mountain districts of the state on Tuesday. Damaging winds of 50 to 70km/h, gusting up to 100km/h, are expected.
A deep low pressure system hit Tasmania on Monday destroying historic buildings belonging to the Van Diemens Land Company in the state’s northwest.
The bad weather will reach Victoria on Tuesday, bringing strong and squally west to northwesterly winds over the state, the Bureau of Meteorology says.
Winds will reach gale force at times across the ranges and in coastal regions, swinging to a colder southwesterly flow as the change passes.
By Tuesday night, snow is expected to fall as low as 600 metres and blanket much of the Dandenong Ranges, Yarra Ranges and hills near Melbourne.

Spain is set to sizzle this week as the mercury rises to the high thirties across the country.
Spaniards are braced for an early taste of summer, as the country braces itself for a nationwide heatwave this week.
But don’t pack away your winter clothes just yet, temperatures are set to cool off the by end of the week.
Spain’s national weather agency (Aemet) has released a statement warning that temperatures will be "exceptionally high" for this time of year, reaching peaks of higher than 35 degrees.
"An extraordinary rise in temperatures is forecast in northern areas of Cantabria and the Basque country that will see temperatures exceed 30C," Aemet said in a statement.
The south of the country and the region of Extremadura will experience the hottest weather this week, with temperatures reaching the high 30s.
The northern region of Galicia will begin to cool on Wednesday as Atlantic winds sweep in over northern Spain, but the rest of the country will continue to bake, according to Aemet.
Temperatures in the middle of the country will exceed 35C while the north of the country and the Balearic islands will see the mercury rise to over 30C, according to Aemet.
As Galicia continues to cool on Thursday, central and southern Spain will experience the highest temperatures of the week.

Colombia mudslide after heavy rains kills over 50 people 18th May 2015
An avalanche of mud and debris roared over an alpine town in western Colombia before dawn on Monday, killing at least 52 people in a flash flood and mudslide triggered by heavy rains.
Residents were stirred from bed in the dead of the night by a loud rumble and neighbours’ shouts of “The river! The river!” as modestly built homes and bridges plunged into the Libordiana ravine. Survivors barely had enough time to gather their loved ones.
“It was rocks and tree trunks everywhere,” Diego Agudelo said, adding that never in 34 years living next to the ravine had he suspected such a tragedy was possible.
“The river took out everything in its path,” the construction worker said, including the back part of his home.
The disaster hit around 3am local time (8am GMT) in the town of Salgar, about 60 miles (100 km) south-west of Medellin. Dozens of rescuers supported by Black Hawk helicopters evacuated residents near the ravine for fear of another mudslide. A red fire truck could be seen hauling away several bodies, their bare feet dangling from an open trunk.
President Juan Manuel Santos, who travelled to the town to oversee relief efforts, said several children lost their parents and the bodies of those killed needed to be transported to Medellin to be identified. As giant diggers were removing debris he vowed to rebuild the lost homes and provide shelter and assistance for the estimated 500 people affected by the calamity.

Heat rather than cold has been the issue in India. Heatwaves are common in the weeks building up to the summer monsoons. However, in Gujarat, north-west India, blistering heat meant thermometers topping 44C (111F) recently in some towns, including Ahmedabad, with reports of the extreme heat leading to the deaths of at least three people. While, around 20 persons, affected with heat-stroke, have been taking treatment at the various city hospitals.

Flooding Due to Heavy Rains Kills 15 People in Central, Southern China.
As many as 15 people have died and thousands more forced from their homes by flooding in southern and central China, with more rain forecast in coming days. Authorities said that Jiangxi province has been hit the hardest, with 8 people killed and 65,000 homeless. In the south, the Guangxi region suffered five deaths with six people missing. Two other deaths were reported in the province of Hunan. Torrential rain forced the delay of hundreds of passenger flights as flood waters in some areas rose to more than 6 feet.

BEIJING -- The Ministry of Civil Affairs reported on Friday that 35 lives have been lost in the rainstorms that lashed large areas of southern China this week. Aside from the reported deaths, 13 other people are still unaccounted for.
Guizhou province reported 11 fatalities, the highest toll so far, while the province of Fujian reported five deaths caused by mudslides and four others drowned.
In Jiangxi, five people were killed in collapsed buildings, two by mudslides and one was struck and killed by lightning. The rest of the fatalities were reported in Guangdong and Hunan provinces and in Guangxi Zhuang Autonomous Region.
The floods have forced at least 10,000 people from their homes in Jiangxi Province. Local authorities say that nearly 14,000 hectares of farmland is under water.
Heavy downpours and occasional thunderstorms have been pounding the southern regions of China since last week.

Blazing sun bakes large parts of India, heat wave claims dozens of lives; El Nino effect emerges.
A blazing sun baked large parts of India on Friday with a searing heat wave claiming dozens of lives this summer in a budding El Nino year, while the weather office predicted worse days ahead.
The oppressive conditions have killed at least 43 people in the southern state of Telangana as the meteorological department said the mercury would likely shoot up further and advised people to stay indoors during peak hours.
Neighbouring Andhra Pradesh too is reeling, with several towns in the Krishna, Guntur, Nellore, West Godavari, Prakasam and East Godavari districts bearing the brunt as temperatures in some parts touched 47° Celsius, officials said.
Experts say an El Nino, a weather anomaly that leads to warming of sea-surface temperatures in the Pacific, often sparks scorching weather across Asia and drags down India's June-September monsoon.
In the east, roads were deserted and shops shut during the hottest part of the day in Odisha as many residents remained indoors but were nettled by water scarcity and intermittent power cuts.
Authorities said on Friday they received reports of 12 deaths due to sunstroke, with 45.4° Celsius the highest temperature recorded the previous day in Jharsuguda district.

Death Toll reaches 150.
NEW DELHI -- A senior health official said over 150 people have succumbed to the heat wave in the southern states of Andhra Pradesh and Telengana over the past three days.
According to the official, 80 people died from heat stroke in Andhra Pradesh and 70 died due to the intense heat in Telengana. He added that majority of the victims were homeless people.
The weather department expects that the heat wave will last for a couple of days more.

More than 500 people are believed to have died in a heatwave in India as temperatures approach 50C (122F) in parts of the country.
High of 47.7C recorded in northern city of Allahabad, with most recorded deaths due to heatstroke and dehydration in rural areas in south. In Delhi, the capital, a high of 45.2C (110.3F) was recorded.
Most of the recorded deaths, primarily from heatstroke and extreme dehydration, have been in rural areas in the south, where roads and markets are now deserted in many cities and towns.
The forecast is for a continuing “heatwave to severe heatwave” for the rest of the month.
Officials in the Indian Meteorological Department say it will "take some time" for the heat wave to subside.
Meteorological officials said the heat wave was due to a lack of rain - parts of Maharashtra, according to reports, were reporting a water crisis.

Texas flooding: at least four dead and 12 missing in latest downpours.
At least four people have died and a dozen more are missing after severe storms flooded roads, damaged buildings and caused bayous to burst their banks in Texas on Monday night.
After a weekend of devastating flooding in parts of central Texas and Oklahoma, sections of the US’s fourth-biggest city resembled scenes from a disaster movie on Tuesday morning with freeways swamped and scores of cars submerged or piled up against walls as drivers and pedestrians sought shelter on higher ground.
Flood waters in many areas receded during a dry and sunny morning but the afternoon brought dark clouds and scattered showers and the forecast is for more storms later this week.
The storms also produced strong winds and hail in what was some of the worst weather to hit the region since Hurricane Ike in 2008. Data from the Harris County Flood Warning System, which covers Houston, showed rainfall in excess of 10in in some areas, most of which fell in the space of a couple hours on Monday night as storms moved east from central Texas.
That part of the state had already been severely affected over the weekend by flash floods, which Texas governor Greg Abbott described as having “relentless, tsunami-type power”.

420,000 Affected as Rainstorms Batter Southwest China.

GUIYANG -- State media reported that torrential rains have been lashing Guizhou province since Tuesday noon, leaving one person dead, another missing and over 410,000 affected.
The provincial civil affairs department said the rainstorms hit more than 20 counties and cities, with about 20,000 people prompted to evacuate. In addition, 352 houses collapsed and over 1,500 were damaged. So far, the rains have inflicted an economic loss amounting to 163 million yuan.
A section of a railway line connecting Chongqing municipality and Guiyang was also destroyed, disrupting the operations of 20 passenger trains on Wednesday. Railway patrols spotted an embankment cave-in stretching 30 meters between two the stations in Guizhou.
Meanwhile, the provincial meteorological center expects the heavy rains to continue in the next two days. The National Meteorological Center issued an alert for rainstorms in the provinces of Anhui, Guizhou, Hunan, Hubei, Jiangxi, Jiangsu, Zhejiang as well as Shanghai from Tuesday evening till Thursday.

Hurricane Blanca Weakens On Way to Cabo San Lucas
After strengthening earlier in the day, Hurricane Blanca weakened slightly Saturday as it continued to push north through the Pacific Ocean towards Baja California Sur and the southern portion of Baja California, forecasters said.
Maximum sustained winds weakened from 130 mph — making it a Category 4 hurricane — to 120 mph and the storm was expected to weaken further, the National Hurricane Center said in a statement.
The storm's eye passed east of Socorro Island Saturday afternoon and was 225 miles south of Cabo San Lucas as of 11 p.m. ET, the Hurricane Center said, and it was moving northwest toward the popular resort destination at 10 mph. Socorro Island recorded sustained winds of 46 mph and gusts of up to 71 mph as the hurricane passed.
After strengthening earlier in the day, Hurricane Blanca weakened slightly Saturday as it continued to push north through the Pacific Ocean towards Baja California Sur and the southern portion of Baja California, forecasters said.
Maximum sustained winds weakened from 130 mph — making it a Category 4 hurricane — to 120 mph and the storm was expected to weaken further, the National Hurricane Center said in a statement.
The storm's eye passed east of Socorro Island Saturday afternoon and was 225 miles south of Cabo San Lucas as of 11 p.m. ET, the Hurricane Center said, and it was moving northwest toward the popular resort destination at 10 mph. Socorro Island recorded sustained winds of 46 mph and gusts of up to 71 mph as the hurricane passed.
Blanca is expected weaken to a tropical storm by the time its outer bands start hitting the peninsula Sunday night, but could still dump 6 to 10 inches of rain on much of the region, and some areas could get 15 inches, raising the fear of flash flooding and mudslides, the Hurricane Center said.
A hurricane watch was in place Saturday for Cabo San Lucas, which is still recovering from Category 3 Hurricane Odile which ravaged the area in September and was the strongest storm there in 25 years.

Californians are living through a slow-motion natural disaster, a four-year drought that is combining with record heat to challenge the state in unprecedented ways.
California’s four-year drought is the worst in the state’s history and wide-ranging restrictions on water use came into effect at the start of June. In the longer run Californians will need to find new ways of managing their water supply.
Governor Edmund G. Brown Jr. issued a following statement yesterday after President Barack Obama announced new actions and investments to support workers, farmers and rural communities suffering from drought and to combat wildfires, including $18 million for the State of California to provide jobs for workers dislocated by the drought.
Drought-stricken California on Friday ordered the largest cuts on record to farmers holding some of the state's strongest water rights.
State water officials told more than a hundred senior rights holders in California's Sacramento, San Joaquin and delta watersheds to stop pumping from those waterways.
California is showing what climate change looks like, drier and hotter than anything modern humans have experienced. The four-year drought is the worst in the instrument record, and by tree-ring and other measurements, the worst in 1,200 years.
Under the drought’s relentless force, the conflict among the state’s three primary water users — farms, cities and nature — is intensifying. Something has to give, and it is.
Species are going extinct. Farmers are draining aquifers to stay in business. Thousands of people have lost their water sources — in Tulare County alone, officials report, 1,244 households’ wells had run dry by mid-May.
Centuries-long mega-droughts of the Middle Ages are a preview of what’s to come, scientists say, giving pause to vague sureties that California will figure out a way, as it always has.

Why did Tbilisi flood?
The flooding of the Georgian capital of Tbilisi was unexpected, sudden and made worldwide news, not just because it released a zoo full of wild animals into the city. Where though, could such an inundation come from?
The River Mtkvari is Tbilisi's main water artery and it divides the city, but it was not that river that flooded. The River Vere, normally a small western tributary to the Mtkvari, suddenly had to cope with a major fall of rain, and couldn't.
Saturday afternoon was not extraordinary: the city reached 29C in a steady southeasterly breeze. Clouds built, but they didn't look threatening. Unfortunately out to the west, they were.
With cloud bases at about 1,500 metres above the ground, one particular thunderstorm kept growing upwards until its top reached 11,000 metres. This was enough to produce vast amounts of rain, all falling over one small area.
This fed the River Vere which burst its banks, flooding the road, sweeping away cars and at least one small house, and flooding many other homes, not to mention smashing open the zoo.
Tbilisi is surrounded by hills and Georgia is mountainous. Thunder in the mountains is often a warning of flash flooding in the valleys.
There are more big thunderstorms brewing in eastern Turkey and drifting into Georgia during Monday. Thankfully it looks as though they will stay well to the west of Tbilisi.

Zoo Animals on the Loose After Deadly Flooding Hits Tbilisi, Georgia
Georgia mobilized its special forces on Sunday and warned residents in the capital not to leave their homes after lions, tigers and bears — among other animals — escaped during floods that have claimed at least 12 human lives.
A spokeswoman for the zoo told NBC News that many of the animals were killed in the flooding or by special forces, but it was not known how many remained at large.

North Korea says it is facing its worst drought in a century, sparking fears of worsening food shortages.
State news agency KCNA said main rice-growing provinces had been badly affected and more than 30% of rice paddies were "parching up".
Hundreds of thousands of North Koreans are believed to have died during a widespread famine in the 1990s.
This drought is unlikely to be as deadly because of recent agricultural reforms, correspondents say.
The United Nations World Food Program says North Korea regularly faces significant food shortages and currently about a third of children in the country are malnourished.
Some rainfall was reported on Wednesday but this is not unusual for a country that often veers between droughts and severe floods, according to BBC Weather's Phil Avery.
Any rainfall now will not make up for the dry weather in the last few months, a period crucial for the country's agrarian economy, and which has already severely hampered preparation for the wheat and rice crops.
The Mei-Yu weather front, which normally moves up from China later on in the summer, may provide more rain - but there is no guarantee that will happen or that it will not cause floods, as it has done in the past.

Continental Europe has had blistering heat over the past week, with Spain and Portugal becoming particularly hot. Of Spain’s 50 provinces 43 were put on alert for exceptionally high temperatures, with the mercury widely topping 40C (104F), and some places experiencing temperatures as high as 44C.
The intense heat has also increased the potential for forest fires; woodlands, within a large area, are considered at extreme risk of catching alight. The heat-wave is expected to spread and persist for much of Europe over the coming days.
Meanwhile, in the US mid-west heavy rains have exacerbated already serious floods. Numerous states have been affected, and are expecting further rain.
The city of St Louis, in Missouri, had more than 33cm (13in) of rain in June, 22cm more than the monthly average.
Indiana, in the Great Lakes region, has also been hit hard, with $300m worth of crop damage having already occurred before another deluge of rain happened over the weekend.
Finally, the north American storm season is beginning to draw to a close but you would not have thought that was the case in parts of Canada on Saturday. The state of Manitoba had severe thunderstorms developing during the afternoon, with a particularly potent cell striking the town of Roseisle, about 70 miles south-west of Winnipeg.
Hail stones in Roseisle were reported to be measuring up to the size of tennis balls, and they damaged cars and destroyed crops. These hail stones were driven in on a 60mph (96km) wind, worsening the potential for damage.

FUZHOU -- State media reported that Fujian province has evacuated almost 10,000 people as it prepares for the landfall of two typhoons, Chan-Hom and Linfa.
The local flood control and drought relief headquarters said that as of 6:00 p.m. (local time), provincial authorities have also recalled 1,859 fishing vessels to port, relocated 7,400 people aboard the ships as well as 1,600 aquaculture farmers.
In addition, local officials have initiated a level-three emergency response and ferry services on two routes connecting Fujian and Taiwan were suspended on Tuesday.
The National Meteorological Center (NMC) said that as of 3:00 p.m. on Tuesday, Linfa's center was spotted approximately 390 kilometers southeast of the boundary between Guangdong and Fujian provinces in the South China Sea. It is expected to move northwest at a speed of 10 kph and will likely hit the coast of both provinces on Wednesday evening. The NMC warned that Linfa will bring gales with speeds of up to 30 meters per second.
Meanwhile, the center of Typhoon Chan-Hom was located 1,560 kilometers to the southeast of the Diaoyu Islands as of 2:00 p.m. on Tuesday. It will move northwest at 20 kph and hit the southern section of the East China Sea on Thursday evening. It will make landfall in Fujian and Zhejiang late Friday night.

The cold snap that brought blizzards, snow, gale-force winds and heavy rain across parts of continental Australia over the weekend is set to continue well into the week.
A major cold front has created a winter wonderland in parts of New South Wales, with good snow falls recorded in the Alpine region and a light dusting in the Central Tablelands.
Meteorologists from the Bureau of Meteorology (BoM) said the low-pressure system, which was bringing the cold front and snow, was expected to last for most of the week ahead.
"Later in the week there is another upper-level trough moving through and there will be very cold air with that," BoM senior forecaster Neil Fraser said.
Victorians could expect blizzard conditions, with strong winds, heavy rain and snowfall heading into today, the BoM warned.

Nearly 300,000 people have been displaced due to storms and flooding in Chitral where flood waters have washed away 40 suspension bridges, 104 houses and over a dozen paved roads disconnecting road links between many areas. Due to disruption of water supply, residents of the affected areas are forced to drink dirty water.
Prime Minister Nawaz Sharif flanked by his ministers toured the area to assess the damage and will be given a detailed briefing on the situation today.
Meanwhile according to the Inter-Services Public Relations (ISPR) branch of the Pakistan Army, 60 people including tourists, children, the elderly and those needing medical attention were airlifted from Kuragh and Boni areas of Chitral during the Army’s rescue and relief operation.
The ISPR adds that essential food items including flour, cooking oil, sugar and milk are being distributed among the affected population.
Mastoj, Kailash, Garam Chashma, Darush, Mardan, Kuragh and surrounding areas are among the worst affected where water supply has been disrupted and residents are forced to consume dirty water raising concerns of possible waterborne disease outbreaks.

In Finland, this summer is set to go down in the history books as perhaps the coldest on record – bucking the worldwide trend whereby this year brought the hottest June ever.

In parts of east Japan, over the past week, tropical cyclone Etau has been causing devastation. The storm made landfall early last Thursday but the effects are still being felt, with torrential rain, channelled by mountainous terrain, leading to severe flooding and landslides.
The heaviest rainfall was observed in Tochigi prefecture where more than 650mm (25in) was recorded in a 24-hour period, well over twice the average monthly total for September. The northwest Pacific region gets on average 26 named tropical storms annually, with Etau the 20th so far in the 2015 season.
In the first week of the month unusually stormy conditions affected many Mediterranean countries. An intense thunderstorm crossed the central Italian peninsula on 5 September sending down baseball-sized hail on Naples.
In southern regions of Spain the clean-up is still underway after persistent torrential rain led to flooding. The town of Adra, in the province of Almería, was one of the worst affected areas; cars were washed away and buildings were damaged by water levels above half a metre in the main streets.
Lightning strikes associated with the Indian monsoon rains killed more than 30 people in the south-east of India during the evening of 6 September. Those killed were said mainly to have been farm labourers working in the fields.
Although an event of this severity is rare, lightning strikes are common in the Indian monsoon, from June to September, as a reversal of the prevailing winds brings onshore winds and rising air over the continent, causing torrential downpours.

A bitter cold that brought winds, hail and snow to Victoria is set to continue for the state but destructive winds will dissipate.
The Bureau of Meteorology predicts today will have the worst of the weather, with temperatures close to zero expected across Victoria and strong winds and thunderstorms hitting coastal areas.
The cold air mass is a "classic Antarctic blast" that originated near the coast of Antarctica during the week, the Bureau said.
The State Emergency Service received more than 1000 calls following winds up to 100km/h that uprooted trees and caused widespread damage to property and roads.
SES duty officer Andrew Murton told the ABC the gusty conditions had played havoc across the state.
"Our volunteers have been kept fairly busy throughout the day," he said.
"Some of our busiest units have been Frankston, Hastings and the bayside suburbs of Melbourne."
Snow also fell in Victoria's northwest, with towns like Ballarat and Trentham hit by temperatures below 2 degrees.
The cold temperatures will make Melbourne shiver today.
"Wind chill is expected to be extreme through Melbourne. It will feel like zero through most of the day," senior meteorologist Adam Morgan said.

A whole town has been ordered to evacuate after the eruption of the Kilauea volcano on Hawaii’s Big Island caused lava to flow in residential areas.

All 1,500 inhabitants of Pahoa were told to leave after steam and lava poured out of a crack in the nearby Leilani Estates. Lava spurted into the sky from the road and aerial drone footage showed a line of lava snaking through a forest.
Resident Ikaika Marzo told the Honolulu Star-Advertiser that lava spread over an area of about 180 metres wide behind one house in Leilani Estates on Thursday. He said it sounded like a jet engine.
Residents had been warned for the last week that they should prepare to evacuate, with officials saying an eruption would give little warning. Nearby community centres were providing shelter.
Earlier in the week, a school in the Puna district was closed due to the ongoing seismic activity and several roads cracked under the strain.
Since Monday, hundreds of earthquakes – most of them about 2.0 magnitude – have been recorded in the area. The Puu Oo, which is a volcanic cone in the eastern rift zone of the Kīlauea volcano, began to collapse on Monday, triggering earthquakes and pushing the lava into newly created underground chambers.

Kilauea is one of the world’s most active volcanoes. It is located in the Hawaii Volcanoes National Park, which has closed off nearly 6,350 hectares (15,700 acres) due to “the possibility of a new eruption and unstable geologic activity”.
Most of Kilauea’s activity has been non-explosive, but an eruption in 1924 spewed ash and nine tonnes of rocks into the sky, leaving one man dead.

Severe dust storms across northern India have killed more than 100 people, destroyed homes and left hundreds without electricity.
Billowing clouds of thick dust and sand frequently blow across the region during the dry season, but the death toll from this week’s storms has been unusually high.
There were 73 confirmed deaths in Uttar Pradesh state, most in Agra district where the Taj Mahal is located. Another 36 died in Rajasthan and two each in Uttarakhand and Madhya Pradesh. The death toll in all four states could still rise.
The destruction has extended to Punjab, where two died, and Haryana, where trees were uprooted and power supplies cut by the squall. Less intense storms in Delhi caused traffic jams and flight diversions.
At least 160 animals also died in the storms, according to officials in Uttar Pradesh.
The dust clouds were trailed by thunder and lightning storms, heavy rain and strong winds that were expected to last another 24 hours at least.

Most of the deaths occurred when houses people were sleeping in collapsed overnight, disaster management officials said. Falling pylons and trees also contributed to the death toll.

The dust storms are created by a rapid ascent of warm air, which creates a vacuum that air closer to the ground rushes to fill, taking sand and dust with it.
Meteorologists said abnormally high temperatures in past weeks had contributed to the disaster. “It can be called a freak accident,” Mahesh Palawat, a meteorologist at the private forecaster Skymet Weather told the Hindustan Times.
“Dust storms are usually not this intense nor do these systems cover such a large area.”

Hawaii volcano: 31 homes destroyed by lava from vents created by Kilauea.
Thirty-one homes have been destroyed by lava shooting out of openings in the ground created by Hawaii’s Kilauea volcano, as some of the more than 1,900 people who evacuated prepare for the possibility they may not return for quite some time.
Hundreds of small earthquakes continued to rumble through the area on Saturday, one day after a magnitude-6.9 temblor, the largest earthquake to hit Hawaii in more than 40 years. Magma moving through Kilauea set off the earthquakes, said geologists, who warned of aftershocks.

A torrent of floodwater surged through Ankara on Saturday, sweeping away lorries and cars after heavy rain poured down on the Turkish capital. The country's minister for labour and social security said four people were injured in the floods, which damaged more than 160 cars and 25 businesses.

New fissure in Hawaii volcano propels lava four storeys high.
A new fissure roaring like jet engines and spewing magma opened on Hawaii’s Kilauea volcano on Saturday, piling lava as high as a four-storey building, as the area torn by the US volcano’s eruption spread.
The crack in pasture land on Kilauea’s east flank was the 16th recorded since the volcano, one of the world’s most active, erupted eight days ago. Thousands of people have fled their homes on Hawaii’s Big Island because of lava and toxic gases, and dozens of homes have been destroyed.
The new fissure opened up about a 1.6km east of the existing vent system that has devastated the island’s Leilani Estates neighborhood, with a few homes on the edge of the field where the vent opened. The US Geological Survey has warned that more outbreaks remain likely.
Within hours of opening, the fissure had piled reddish-black lava about 12 metres high (40ft) and at least 45 metres (150ft) in length. Chunks of magma were being spewed 30 metres (100ft) in the air.
Shortly after the fissure opened, the Geological Survey’s Hawaii volcano observatory said seismic activity remained “elevated” at Kilauea’s 1,200m-high summit. The USGS reported a shallow but small earthquake with a magnitude of 3.5 hit the island on Saturday.

A powerful cyclone has struck Oman and killed at least three people, among them a 12-year-old girl, officials have said.

Capt Tarek al-Shanfari of Royal Oman police said the 12-year-old girl had been hit in the head by a door torn off by the wind. An Asian person died in a flooded valley and an Omani national in a 4x4 was killed when his vehicle was swept away, Shanfari said.
Yemeni officials also reported damage in the east of the country along the border with Oman. Rageh Bakrit, the governor of al-Mahra province, said strong winds had destroyed houses and taken out communication lines and water services. He said there were no deaths in the province.
India’s meteorological department described the cyclone as “extremely severe”, with sustained winds of about 110mph (177km/h).
Parts of Salalah, a city of about 200,000 people, lost power as the cyclone made landfall.
The airport, which has been closed since Thursday, will reopen early on Sunday, Oman’s civil aviation authority said. Salalah’s port is a key gateway for the country.
Salalah and the surrounding area received nearly 11in (278mm) of rain, nearly three times its annual amount.

Fuego volcano sends out more pyroclastic flows, halting recovery efforts and sending ash clouds towards capital.
Rescue efforts in Guatemala after the eruption of its Fuego volcano were suspended on Tuesday afternoon after it spewed out a fresh torrent of volcanic matter.
Hundreds of villagers and rescue workers were evacuated just before the latest powerful pyroclastic flow – a rapid moving mixture of gas and volcanic matter – was discharged down the south side of the volcano as a towering plume of smoke rose into the grey sky.
The official death toll stands at 70, but hundreds – possibly thousands – of people remain unaccounted for from the communities who lived on the foothills of Fuego where it’s been too hot and dangerous for rescue workers to even get close. The last census was conducted in 2002, so authorities have no up to date information about who lived in the surrounding settlements.
There are 58 people in hospital with third-degree burns, the health ministry said on Tuesday night. Six children are to be transferred by military plane to a Texas hospital for treatment and six others to Mexico. Asphyxia was the main cause of death, followed by burns.
Fuego – which means fire in Spanish – erupted without warning just before noon on Sunday, giving families little or no time to escape the torrent of molten lava, rocks and toxic fumes as the flow engulfed entire settlements. In contrast, a piercing alarm was sounded on Tuesday afternoon to alert people of the impending hazard.
The 12,000-foot (3,600-metre) volcano, which lies less than 31 miles (50km) west of the capital, has erupted on and off since 2002. It’s monitored by volcanologists but the build-up of energy which triggered Sunday’s explosion caught scientists by surprise.
Even before the latest eruption, search and rescue efforts had been severely hampered by perilous conditions.

On Monday, rescue workers were pulled out by mid-afternoon when the rain started to pour down and reduce the already poor visibility. There is no electricity in the hardest-hit areas. In addition, the rain produces fiery steam as it falls on the tall mounds of hot volcanic ash covering the affected communities. The ash is still between 400 and 700 degrees, according to the national disaster reduction agency (Conred).
In San Miguel Los Lotes, which is situated on a plain a few kilometres south-east of Fuego where the latest flow is heading, firefighters told the Guardian of three-storey houses that had filled with lava. “It was too fast, the people had no time to escape, and were left with no air to breathe,” said 36-year-old volunteer firefighter Angel Solis.
Pyroclastic flows pose very different threats to lava flows, which move sluggishly, volcanologist Erik Klemetti told PBS. “It’s definitely not vog [volcanic fog]. These pyroclastic flows just erase everything in their path.”

Lava from Hawaii volcano destroys hundreds more homes 6th June 2018
Lava from Hawaii’s Kilauea volcano destroyed hundreds of homes overnight, overtaking two oceanfront communities that were advised to evacuate last week, officials said on Tuesday.
No injuries were reported as most residents heeded advice to leave.
The homes lost are in addition to at least 117 reported destroyed by county officials since lava began spilling from cracks in the ground that opened up in a mostly rural district of the Big Island last month.
“We don’t have an estimate yet, but safe to say that hundreds of homes were lost last night,” Janet Snyder, a spokeswoman for Hawaii county, said Tuesday.
A morning overflight confirmed that lava completely filled Kapoho Bay, inundated most of Vacationland and covered all but the northern part of Kapoho Beach Lots, scientists with the US Geological Survey’s Hawaiian Volcano Observatory said.
Lava in Vacationland early on Tuesday claimed the second home of Harry Kim, the mayor of the Big Island, Snyder said.
The county managing director, Wil Okabe, said his own vacation home in Kapoho Beach Lots was also threatened. Okabe described the area as a mix of vacation rentals and year-round residences.
“For us it’s more of a vacation area, but for those who live there permanently, they’re trying to figure out where they’re going to be living,” he said.
“He was very depressed,” Okabe said of how Kim felt about losing his vacation home. Kim and Okabe live in Hilo, the county’s seat, which is more than an hour’s drive from the Kapoho area.
Those who live or vacation in the area were mourning the loss of popular tide-pools where kids enjoyed swimming.
Thousands in the Puna area had to evacuate after the first fissure opened 3 May. Officials had issued mandatory orders for residents of Leilani Estates and those in Kapoho Beach and Vacationland were advised to leave by last Friday or risk being trapped and unreachable by emergency crews.
Homes in Kapoho Beach Lots and Vacationland are on smaller lots and are closer together than in other parts of the Puna district. Okabe estimated there were several hundred homes in each of the two subdivisions.

Continued rainfall prompted disaster warnings on the south-western main islands of Kyushu and Shikoku, as local media reported the death toll had risen overnight to 76, with 92 people missing.
At one point, evacuation orders or advisories were issued for 4.72 million people, while around 48,000 members of the self-defence forces, police and firefighters were mobilised to search for trapped or injured people or to recover bodies, Kyodo news said.
The government’s top spokesman, Yoshihide Suga, said most of the missing people were in the southern part of Hiroshima prefecture but that their exact whereabouts were unknown.
The heaviest rainfall Japan has seen in decades has caused widespread flooding and landslides – a frequent hazard for people living in mountainous areas – with reports of cars being swept way by floodwater and people taking refuge on the roofs of their inundated homes.
Japan meteorological agency, which has issued its highest level warning for affected areas, said three hours of rainfall in one area in Kochi prefecture reached an accumulated 26.3cm (10.4 inches), the highest since such records started in 1976.
Abe, who has set up an emergency response centre, said: “The rescue efforts are a race against time,” adding that emergency workers were “doing their utmost” to locate the missing and rescue people trapped by rising floodwater.

The Mabicho area is submerged after Odagawa River banks collapse due to heavy rain in Okayama, Japan.
Driving rain turned a residential area in Okayama prefecture, on the main island of Honshu, into a huge lake of muddy water, forcing people to flee to rooftops and balconies. TV footage showed some waving furiously at rescue helicopters. Military paddle boats were also being used to take people to dry land.
The torrential downpours have caused flash flooding and landslides. Swollen rivers burst their banks and bridges were washed away, while bullet train services have been suspended in most parts of western Japan.
Hundreds have been injured and dozens of homes have been destroyed in the downpours. Kyodo reported several deaths in a landslide in Hiroshima and more bodies were retrieved from collapsed houses in Kyoto.
Residents in Hiroshima said the situation was worse than the summer of 2014, when torrential rain triggered landslides that killed 77 people. “It was heavier rain than four years ago. I was scared, thinking what would become of me,” Kyodo quoted a 71-year-old man as saying.
Nobue Kakumoto, another Hiroshima resident said her neighbourhood had been “turned into an ocean”. The 82-year-old added: “I’m worried because I have no idea how long it will stay like this.”
Rescue workers said they were attempting to clear multiple smaller landslides that had blocked access to people in need of help.
“We are carrying out rescue operations around the clock,” Yoshihide Fujitani, a disaster management official in Hiroshima prefecture, said.
“We are also looking after evacuees and restoring lifeline infrastructure like water and gas,” he added. “We are doing our best.”
Flooding has engulfed entire villages, submerging streets up to roof level. In some places, just the top of traffic lights could be seen above the rising waters.

The prime minister, Shinzo Abe, cancelled a trip to Europe and the Middle East that was due to start on Wednesday and expanded the search and rescue effort, which involves 73,000 members of the self-defence force, police officers, firefighters and coastguard personnel.
Aided by hundreds of helicopters and paddle boats, rescue workers continued to rescue people from buildings, some of them stranded on rooftops only metres above the waterline.
On Sunday, Abe said efforts to locate those still stranded had turned into a “race against time”.
In one of the most dramatic rescues, patients and staff – some still in their pyjamas – were helped from the balcony of a hospital in the city of Kurashiki on Sunday and rowed to safety on military paddle boats. Officials said 170 patients and staff had been evacuated from the hospital, while NHK later said about 80 people were still stranded.
“I’m really grateful to the rescuers,” said Shigeyuki Asano, a 79-year-old patient who spent a night without electricity or water. “I feel so relieved that I’ve been freed from such a bad-smelling, dark place.”
TV footage from across the affected region showed rivers that had burst their banks, submerged vehicles and houses destroyed by landslides.
The rains are the worst weather-related disaster in Japan since two typhoons struck in quick succession in August and September 2011, killing nearly 100 people. The death toll is higher than that seen in 2014, when more than 70 people died in landslides caused by torrential rain in Hiroshima.

Parts of south-western Japan had as much as 10cm per hour of rain, the highest in decades, the meteorological agency said. By Monday morning, the rain had eased off in the worst-affected areas, with soaring temperatures presenting a new health risk to people left without water and electricity.
“We cannot take baths, the toilet doesn’t work and our food stockpile is running low,” said Yumeko Matsui, whose home has been without water since Saturday.

A plume of hot ash and gases up to 3 kilometers (1.8 miles) high forced residents to seek shelter after a volcano in the Philippines erupted on Monday.
There were no immediate reports of casualties in the latest explosion of Mount Kanlaon, on central Negros island, but authorities shut schools and imposed a nighttime curfew after ash falling in several villages clouded the the visibility of motorists and sparked health concerns.
"It sounded like a cannon," Mayor Jose Chubasco Cardenas of Canlaon city, which lies southeast of the volcano, told The Associated Press by telephone. "There have been quiet eruptions before, but this was one very loud."
Disaster-response officials raised the danger level around Kanlaon due to "a greater risk of hazardous volcanic activity" and ordered villagers within a 6-kilometer (3.7-mile) radius of the crater to be evacuated.

Politicians and experts of the time went further and all, warning citizens of a chilling future, urging action against the looming threat of a colder, drier world. Fast-forward a few decades, and now droughts are blamed on global warming and shrinking polar ice.
I don’t think we’re witnessing evolving science here, merely evolving rhetoric tailored to fit the crisis of the day. The narrative appears as cyclical as the climate itself, as fickle as the weather. Yet the pattern remains: extreme weather events are consistently used to stoke fears of imminent catastrophe.
