I am going to guess at some sort of amphibious vehicle, looks to be on a boat ramp and is made to look like a paddle steamer.

I'am in agreeance with iomkiwi, the 'spats' ie muddguard bits do resemble paddle wheel.
The white specs on the ground could be bits of shell??

I dunno I have never seen one of those before only ones that run on tracks. Could it be a farm train or a cow moover or a silage express?
