That is commonly called a thingamydodak. Actually I've seen this before, so ill keep it zipped.

This is more likely to be used in an Office.
Not a gadget commonly used though.

I've seen a slidey thing like that on a vacuum cleaner handle... what about a letter opener, you slide it "open" and a blade comes out magically

Very close Peter. You have the slide out blade correct.
So now what is it used for and no to letter opener.
