If there were two of them I would say they were slippers to keep your feet warm...  but since there is only one, then perhaps just a slipper... perhaps it is a sheep cloak for some wonderful, strange festival?

It is part of something that would be say 6 times bigger.
You would 'use' it.
It would go inside, definitely not outside.

It is definitely not a common thing.
More a novelty idea and probably the only one that exists
