Looks like it is in a pot and a miniature bonsai which is probably a big tree on the set.

Well, I have to say its a model of some sort, as no right-minded engineer would have a red cable connected to earth!
My first impression would be a model of a nuclear reactor.
Another would be a model of somehting hugely technical on a model railway set?

Hint on scale would be useful. If it's a real person, then that would make the structure 5-6 stories high. Is that about right?

The little man looks like he has a wooden leg so it could be Captain Ahab swallowed by a mechanical whale! I really have to stop eating curiously strong peppermints! Babs shuffles off to get the fly spray as a certain very loud fly has outlived its time.…

OK here is a really big hint
we all have one (but probably not modified as much) in fact the big dark patch on the left I think is exactly the same model as mine ;D

Actually I picked the pink and green connectors on the front as computer based, but the scale threw me with the model person
