There seems to be an offset on the brass drum/shaft, as if it may move something once every rev or movement. A good puzzle - thanks for the hints!

It is a mailing machine for putting addresses on newspapers and magazines.
Imagine how slow that was ways back then.

Soooo guys you got beaten by a chick again cos we look at things differently........yay, in her mind, Babs does cartwheels all around the lounge just missing the cat and scaring intrepid!
