I am going to say its a G-clamp, like the ones you use for wood working!

Is it in place or attached to the whole thing? They are usually fully enclosed and you can't get a photo like that. It looks heavy and strong...
It could be a vice screw, or an adjuster for a fold out saw bench.

It is indeed the bar you put weights on for weight lifting :)
